The year 2023 was extremely demanding for artists and cultural policy.
The profound changes in society and politics have confused the entire area of culture, both in its diversity and complexity.

Three central topics were particularly concerned with the German Culture Council in 2023:
AI - or what is artistic work worth?
- Will the artificial intelligence be able to replace the activity of artists?
- Does it only serve as a tool for simplification repetitative tasks or is it able to create independent works?
These questions not only dealt very much in 2023 artists and articles dependent on the art trade, but also the German Cultural Council. You will remain relevant in the coming year.
The editorial team of Kunstplaza has adopted this topic in the following articles:
- AI art-how artificial intelligence changes the concept of art
- AI art-9 questions about artificial intelligence in art answered
- Nightshade-With this new tool, artists are now defending themselves against AI companies
- AI art and the copyright debate-US courts have pioneering decisions
- Why artists demand compensation from AI image generators
One thing is certain: If technology companies use existing works of art to train their artificial intelligence, you should appropriate remuneration to the copyrights and cultural companies .
Either licenses have to be acquired or it is necessary to adapt the collective remuneration rules in copyright law. After all, artistic work has its value!
The Federal Ministry of Justice and the Federal Ministry of Economics should finally devote themselves to this topic in 2024.
Minimum fees - a start is made!
It has been intensively discussed for two years about whether minimum fees or basic fees are to be introduced in public cultural promotion The state funding of art and culture lies in the hands of the federal government, the federal states and the municipalities.
You have the option of improving the financial situation of artists by determining at least minimum fees. Financial bottlenecks must not be a reason to do without such minimum fees.
In 2024, the cultural department heads of the cities and municipalities as well as the Minister of Culture of the States and the Minister of Culture can prove that their announcements also follow action.
- Opinion "Imprinting basic fees for solosela -related people in the cultural sector now!"
- Statements on the implementation of basic fees in the countries (pages 6-8)
Is the cultural area anti -Semitic?
The documenta last year and in particular the handling of those responsible with anti -Semitic works shown there raised the question of how anti -Semitic the cultural sector is.
There is great uncertainty in the cultural -political context, since the overturn of anti -Semitism affects many people. At the same time, concerns exists before possible attempts.
The German Cultural Council clearly confirms that it is steadfastly at the side of all Jewish fellow citizens in Germany. Anti -Semitism has no place in the field of art.
Nevertheless, it also becomes clear that there is a need for discussion regarding the tension between art freedom and anti -Semitism. The Culture Council definitely wants to have this discussion.
- German Cultural Council is committed to the IRA definition
- Israel: grief, sympathy and solidarity
- Background information: Documenta, Judaism, Israel + Anti -Semitism
The managing director of the German Cultural Council, Olaf Zimmermann , makes it clear in his own words in terms of treatment of these central topics:
In 2023, a year of cultural politics was. The topics of dealing with AI, the preparation for the introduction of nationwide minimum fees for artists and the insufficient solidarity of the cultural scene towards the Jews, which are increasingly threatened in Germany, have challenged us. I am glad that we have managed to pursue a clear, undoubtedly unquestionable line in all of these subject areas as a German cultural council. In the coming year, these topics will continue to focus. In addition, the elections of the European Parliament, three state elections and nine local elections will also have a say in the freedom of art in our country in 2024. It depends on strengthening democratic forces and civil society in order to make a coexistence in diversity. Many people, but also many cultural institutions, are exhausted after four years of crisis. Now it is important not to despair and to tackle the essential cultural -political tasks in 2024. ”
